Actually, the combination of lamb and anchovies is very traditional in Italian cooking.
A classic is a roast of lamb in which small slivers are made and a small garlic clove, half an anchovy, and rosemary are inserted. The lamb is then roasted as usual.
The goal as expected is that synergistic umami between seafood and meat ("surf and turf" in American parlance.)
The anchovies just "dissolve" and you're just left with a rich taste.
